Implement max settlers into "send to" settlement dialog

When you try to send a settler to a different settlement then the list of available settlements is much more limited than the maximum configured settler count for the destinations. I think it might be the default Charisma + 10. So, currently I may have too many settlers somewhere and not be able to send them to another settlement still below the city plan or configured max population.
