I'm about to give up. (SOLVED)

Reinstalled F04 (new machine, Win 11, 7800X3D - ProArt 4080, 32G Ram) I Got Sim Settlements2 running, but I couldn't get chapter 3 to run; disable 3 - things run fine. That's when I figured out I was running an older version of Sim Settlements 2, Chapter 2, and a new version of 3. So, installed new versions, new game, added some mods that I wanted to try - No Jake spawn. Removed new mods, no Jake spawn - removed everything, reinstalled fewer mods than I had oringally - No Jake Spawn.
I'm down to:
DLCs,
HUDFramework,
M14.esp,
MSSkipPreWar.esp (just skips right to cryotank - then exit vault)
SS2.esm,
SurvivalOptions,
TrueHiddenHelmets
Worksshop Framework
F4SE

No Jake Spawn. (I've been going at this for 2 solid days, and succeeded in only going backward - I'm sort of tempted to install the old versions of SS2 again and just ignore chapter 3, that's like not buying the third book in a trilogy - Probably better off just skipping it altogether)

I am happy to send save-files if that will help.
Suggestions?

Have you tried it without M14, SurvivalOptions, and TrueHiddenHelmets? It may sound stupid, but sometimes other mods can break things in weird ways. I don't think any of those are currently in the "known conflicts" category, but maybe it just hasn't been seen before. Yeah, it's weird, but - as an example - there's a plasma caster mod that conflicts with a workshop script for some reason so it's a known conflict for WSFW/SS2. MSSkipPreWarSanctuary should be fine as it was written with SS2 in mind. (I love using it, too.)

If you really want to rule out mod conflicts, try it with only SS2 and its requirements: WSFW, and HUDFramework. F4SE isn't even required (though SS2 can take advantage of it).

Just to be clear - you have built a radio beacon at a settlement you own, yes? And he isn't spawning at all?

Is there a magazine on the workshop in Sanctuary?

Yes. And I apparently need to be more careful with versions...
My first shot at SS2 was using a Vortex Collection - which installed an old version - of the Frameworks and SS2, SS2-chapter 2. I downloaded Ch3 but couldn't get it to work - that's when I found the old SS2 files. Why I didn't check the Framework files Workshop Framework and HudFramework - call it an oversight... Anyway - KG did a live stream, and I asked a question (near the end of the stream), and he showed us how to force a respawn of Jake. - I ran down, got the tape, and it immediately told me I had an OLD (really old, like version 0.1) of WorkshopFramework.
I think I downloaded and reinstalled almost every one of the 138 mods in various configurations and ran new games more than 15 times (probably closer to 20)—all of them except that one.

Problem solved.

Yes, I tried it with just the Frameworks, F4SE, and SS2. It turned out to be an ancient version of WorkshopFrameworks. If you're sufficiently bored, see below for the full story.
