I cannot build a room in HQ, while all the costs and personnel requirements must be met.

So I recently started building up the HQ and encountered this issue.

Specifically, when I tried to turn "Bathroom - Lower Women's" (or the room C2) into a living quarter for 4 people, while all the costs and personnel (or facility energy) requirements are met, I cannot progress the construction any further.
The message which says something about "staff shortage" keeps popping up, even after I have gathered 6 settlers with 10 strength.

I am doing something wrong? Any advice is highly appreicated. Thanks in advance!

OK, problem solved.

The Wiki says I need to recruit 10 Facility Department members before building a living quarter for 4 people.
Hey, it is no good saying this here, I know, but please, can that be informed while playing the game!?
...At least, the quest targets should say that I need to recruit 10 Facility Department members, instead of just "recruiting 15 members".
 
Technically they all go to facilities until you reassign them (so dunno why it wouldn't let you, other than scrap logistics, which is also not explained in game), and you can build a two-person room with less, but yeah. I imagine either at chapter 3 release or after it there will be a lot of QOL updates.
 
Another update. It turned out that my issue has not been solved at all!

I have gathered 10 settlers with 10 Strength. The Facility Department now has total 12 people (including Mansfield and MALA).
The requirement MUST be met this time...and I still cannot build a living quarter for 4 people!

Is it a lag or somehting, or I am still missing anything? If anybody knows, please, let me know.

Ok. I'm assuming it really is scrap logistics. That's an invisible resource that indicates your logistics capacity to bring in materials. Well, that's my best explanation for it, anyway. Bigger rooms need more logistics

To get more of that, make more supply agreements.

You can also use the holotape option for gameplay - hq "room construction costs no materials", that should bypass it at the room control thing (that you're using now) (along with any costs)
 
I don't think "10 facilities workers" is correct at all, it's 40 facilities energy so it could be 40 workers with 1 strength or 2-3 really jacked ones. Or one REALLY jacked worker if you tinker with his stats.
There's a reason I've lately been reminding people there's a Super Mutant companion in the base game. The primary stat for Facilities is Strength after all, and the dude's NAME is Strong... (his STR stat is 24! and he has 12 PER for when you start cross-training, too!)

if you can tolerate Strong for longer than 2 minutes (it's hard..) then yeah, he's a beast. Big mutant carry stuff.
 
Thank you for all the help. It seems like the issue has finally been solved.
I also discovered that this "scrap logistics" must have some kind of daily limit. After a good night sleep, my character could at last build the barrack for 4 people!

Hope I can go through HQ things in this playthrough, since I have not. All the preparation are finally paying off.

Where does the wiki say it's 10 workers? Maybe we can correct that.

Yeah it's more of a tip than straight requirement. It's not technically wrong (10 workers with 4 STR = 40 energy, with 6 STR = 60 so that would be enough for 6 man room I think) but I can see that being misleading.

Still getting the message about not having enough staff or resources. Am I just stuck until enough resources have accumulated? Or is there now a bug. Haven't updated to latest patch, yet. Running on PC.

It might just be that three Supply Agreements isn't enough, tried adding a couple more? I think it was five or six was the amount needed for the most expensive rooms.

Odd that such a mission critical room such as barracks--in order to complete the How to HQ quest--requires so many resources. You can't send people to HQ without living space, you can't build living space without resources, you can't get resources without people. The only answer seems to be to only send people with high strength and high endurance to start.

Realistically I'm just taking guesses. The "HQ-specific resources" - department Energy, Scrap Logistics - shouldn't even need "time to accumulate", as soon as a project is finished those are meant to refill 'instantly' (as soon as the scripting engine allows, obviously - generally takes a few seconds for me). I've noticed more than a few people describe it in terms that it isn't doing that for them, though...
