Yes! I don't know what yall did but you fixed whatever was stopping Commonwealth rising from progressing for me! I've been stuck on this part since the HQ came into play. I have never progressed past this point until now! I have the entire commonwealth conquered, every settlement has a surplus and minutemen roam every major traveling path.

silver lining though, 0 food or water is making it to HQ and any settlement i've used a RotC city plan is now an instant CTD trap. BUT PROGRESS IS POSSIBLE!

I can tell which settlements are traps because they don't update in the VR chair room. I'm sure this save is on a timer at this point but ill keep going until its fully bricked.
