I honestly reloaded my save more times than I care to admit because I thought that something had broken in the Vault-Tec basement. It's very clever what you have to do, but if you just happen not to look at the right part of the room and see that a normally non-interactable object has a prompt, you can wind up stuck and thinking something bugged out. The problem here is that you get no feedback from Jake, which makes him seem broken.
What I'd suggest is just adding a couple lines of dialogue here. Preferably one for when you poke him normally, just to know that his AI is still working, and definitely some kind of response for when you've found the holotape that gives you a nudge in the right direction. Something like, "Hey, let me take a listen to that. Sub-basement, huh? Well, I didn't see any more buttons on the elevator...maybe we oughtta look for another way down. See if any of this stuff has somethin' under it."
