Question How to make a static terminal an actor and flash during speech?

Hi all, I've been working on a project of my own for a while and trying to learn the creation kit as I go (and also lurking around here from time to time without ever signing up). But now I'm stuck trying to make a static object behave like an actor in terms of dialogue and having conversations with the PC.
My question is 2 fold:
1. In NV and 3 House and Eden are both computer screens that 'flash' when they're talking, I've been learning from the base game for most of the stuff I've done but don't have any examples of this I can think of, can anyone point me in the right direction?
2. Is there a 'correct' way to go about making a static object behave like an actor for purposes of dialogue.
I've experimented with trying to make it behave like an intercom but the examples I've found don't really deal with complicated dialogue trees (maybe I missed an obvious example of that somewhere). I've also tried creating a new race but have been using base game assets so was a bit concerned about breaking them somehow by tinkering with the body data. Again, if anyone can point me in the right direction (or knows of a good tutorial that outlines creating races in the CK) I'd appreciate it. I've tried hunting around but haven't found anything.
 
It for Skyrim, but mostly relevant.

For FO4 examples, look at the intercom at vault 88 and the cabot house.
 
Thanks msalaba! I went back through the Cabot House Intercom and figured out I'd gone at it all the wrong way. So now I have an intercom having a conversation (and I figured out the flashing light is one of the animations associated with the intercom).
