Tried to edit in photoshop cs6 wit intel texture tool and some textures it sees but not all, there are textures that it cannot even see, it open texture dds file but it is spoiled and photoshop cannot edit it. Nvidia tools also cannot edit most textures from fallot 4. Paint net with dds plugin - cannot edit.

Do you have an example of the ones you can't edit and where you got them? I use the current version of Photoshop (2020) and can edit all textures in the game and other mods with no problems whatsoever, but you might have the wrong plugin(s). Make sure you're using the Intel Texture Works Plugin for Photoshop, not the old, outdated Intel one, or the old, old one from NVIDIA, which will crash any newer versions of Photoshop when you try to save. (NVIDIA has a newer Texture Tools Explorer plugin for Photoshop, but I find it unnecessarily complicated, so I'd skip it as well.)

I see you're still on Photshop CS6, but you may just want to pay the $250 annual subscription for the current Photoshop if that's the program you want to use. Other users have luck with GIMP, an opensource and free program, but I'm not one of them. I learned photo and image editing on Photoshop 25 years ago and I'm not about to change now. Paint.net is marginally successful, but I've had quality problems with it.

However, if none of these are working to open DDS files (Photoshop, Paint.net, etc.), you may want to check and update your video card settings or Direct X version. Outdated hardware or drivers will have an effect on all of this.

A few other useful tools you may want:
