Question How much control can I retain on specific settlements with ROTC?

First of all, this is gonna sound like a total newb question because I've not used Sim Settlements before but used all day at work today to research and watch videos. But before I download the mod on the buggy Xbox platform, I want to be sure it'll do what I want it to do.

The mod looks amazing and I'm so impressed with what the team at SS has done, and it seems like it'll do exactly what I want. I want to be a Minuteman but don't want to cut my time in half or more I spend keeping up with settlements' incessant needs. So, I want to use ROTC and basically tear down every single settlement and open certain new features such as the ones that dictate needs and happiness.

However, I want to keep -ONE- settlement the exact same as before because it's my total hub for all my resources, power armor, customized home base just how I like it. My understanding of the customization is that will be possible, right?

A couple of things to answer here.
The city planner desk is key to your question, with it placed in a settlement and a leader assigned you can then choose to tear down and have the settlement you have chosen from the desk start to build. You can also choose to not have it tear down and build on yourself. In the settlement you have gone to lengths to have how you want it you can choose to leave it and move on. In another settlement, where you do not want to do everything you can build the city planner desk assign the leader and build the plan send some settlers and walk away.
 
Should also note that if you still have build limit with a ROTC plan there is nothing stopping you from adding to the settlement as you see fit.
