Hey guys. I've been looking around for information about how exactly raiding/claiming outposts works and I can't seem to find clarification. For some reason, I cannot claim or raid any settlements that I can't use the workshop for. After scouting numerous settlements, the only settlement I can set up as a vassal is one of the few ones I didn't use the prebuilt settlement system with. Just to set up my main base I had to do the quest for Tenpines Bluff to use the workshop THEN go back to Jammer. Any clarification/tips would be appreciated!
