How do I donate to city supplies?

I was trying to find some documentation on how City Supplies work but didn't see anything. I'm confused on how the system works-- when I try to deposit guns or Antibiotics for my settlers illnesses the City desk keeps refunding the items to me. I think so far the only thing I've managed to put in that works is irradiated food like Instamash, etc. Is this by design or? What function does that system have exactly and is there anything that explains how to use it?
 
There's a drawer under the desk on a City Planner's Desk that when activated asks you what you want to donate. At present, it's only meant to accept "Junk"-class items (either stuff like Screwdrivers, Antique Globes, etc, or the raw resources therein) as far as I'm aware. The point is that it means you can supplement the resource generation of your Industry plots with your own scavenging.

Now, it might in future accept other items. In SS1 you could donate food, water, weapons, and armor, for temporary bonuses to that settlement, but in SS2 you can't.

If you feel like it's necessary, yeah, you'd have to do it manually - at least until you can build "Hospital" class plots. Those automatically give 1 person per day (multiplied by the plot's level) a Disease Cure - and not just in the settlement the Hospital is in, they affect anyone in about the same radius as the range Caravan Plots connect at, as in a Hospital built at Starlight will also cover Sanctuary.
People can recover from Diseases on their own too, eventually, but it takes ages.

Ahh okay well that's reassuring then. I wasn't to keen on the idea of micro managing settler diseases across the entire commonwealth. So does that mean more hospital plots = more cures given to settlers?

I would assume so, but I've never actually tested that.
