Question How do I add mod-added gear to soldiers?

I'm working on a faction pack that is themed after mod-added content. I'm trying to get the soldiers to wear armor and use weapons that are exclusively mod-added, for immersion and gameplay purposes. When they generate they only have the combat knife I gave them for thematic reasons and are usually nude. Can anyone possibly help, I made an outfit file and a loadout file, but I'm not sure what else I may be missing.

Hi! It might be easier to get help on the Builder's Toolkit discord, you can apply for access here:

In general, if the outfits are missing it's because you haven't made the other mod a master to your faction pack. This needs a bit of modding knowledge, but the information is all in the xEdit wiki (like here:
https://tes5edit.github.io/docs/8-managing-mod-files.html#AddingESMflagtoaPlugin).

If the other mod author has given you permission, you can add the armor and weapons directly to your mod instead of using the other as a master. But that requires that you know enough to understand how all the forms are connected so you can duplicate the setup.

(Either way, make sure you have read the permissions thoroughly on the mods you want to use content from before you do any of the ways above.)

I was planning to use the faction pack for personal use, admittedly, but once I had a finished project I was going to try and get permission to share it. I'm very green and don't really understand what you mean by 'getting permission', beyond just asking and getting the OK to distribute on the nexus once finished. If they refuse, I won't distribute the faction pack, though I would love to when finished. I'm going to test the master approach you suggested. Thanks for your help. :)

Right, if it's for yourself you of course don't need permission (but I'm sure many would love a Halo faction ;) ). I meant just that, checking their Nexus page (or the place you get the mod) for what their permissions are in the Description page under Permissions and Credits, and if needed ask them. Many mod authors have open permissions to do as you like as long as you give them credit.

In general most mod authors are happy to have their content used in others mods, especially if their mod is set as a master to yours since that gives them more downloads. If you include the assets in your mod it could be trickier, since any bug fixes they do might not carry over to your content and they may want to keep control of the stuff.

Check out the Faction Pack toolkit, in the pdf "Extra - Full Custom Faction Help.pdf" under "Planning Templated Characters" is instructions for both armor and weapons.
