How about a Governor instead of Leader/Mayor?

Please forgive me if this has been asked or even worse if it is in the mod now. I was wondering for those on consol or on lower end rigs. In order to save add ons to the game to get more leaders available, how about making it so that one NPC can control several settlements. You could call it a governor. It would save space from adding mods or packs to make more leaders available.

Again sorry if this has already been asked or is been addressed already. If it has I will go find my closest Matriarch Death Claw and tickle it until forgiven.
