Hostile Takeover with neutral gunners?

I am stuck and I tried googling and I found nothing. I am on Hostile Takeover questline and Jake told me to come to Starlight Drive-In as it has been taken over.

I showed up, went to the target location and audio played saying the settlement has been taken over and don't resist. There are a bunch of neutral gunners in the settlement. The questline changed from go to the drive-in, to clear out all the gunners. But they don't turn red aka hostile. So I went around killing all of them and nothing, none of them ever attacked me back and the quest does not complete.
 
Same thing happend to me.
They all turned hostile the next time gunners attacked Starlight.
Best you kill them one by one, or you have a really big fight in your hands.

I legit have been avoiding moving the questline along out of fear it might cause even more issues, but now I am skipping this quest and I'll just wait for the next gunner attack.
 
Probably some of them you missed (since they're not shooting at you) or a script to spawn more of them hasn't fired. I assume there's such a script, anyway. Or one to properly identify them as targets and make them hostile. Something like that. Either way, your best bet is the opposite, going along with the main quest then clearing out whatever attacks you have left. Though now that I think about it, that's counter-intuitive. We all want to jump in action when the defend quest pops up, and this delays the actual thing to make them stop.
 
So if i have this problem, could i just play other quests, missions etc. until gunners attack Sanctuary (that's the settlement in my game for Hostile Takeover)?

As for any new players like me with this problem, it's best (to save your precious time) to just SKIP that quest via the settings in CHEAT section of City Manager Holotape. Game plays normally after that i checked, no single problem.

Same problem here (in Sanctuary). Skipping the quest via holotape seems to work fine. Killing all the neutral gunners also advances the quest for me, but causes signicantly more crashes just afterwards. Not 100% sure if these are related though. Playing on AStoryWealth-Collection from Nexus, so quite heavily modded.
 
While you probably have more luck with Storywealth's own support (I think they have something for that), I'd throw the crash logs in buffout crash log scanner to try and identify the issue better. As for neutral gunners, could be some faction or AI mod messing with them?
 
Thanks. I already posted the issue on the StoryWealth discord yesterday. The crashes were without log sadly. The whole issue with the gunners is fairly new I think. Did happen not in my previous playthroughs (last one about 2 months ago). I am fine with advancing the quest via holotape. It´s what happens sometimes when you´re playing modded. Just wanted to share my experience.
