Help getting an object ID

Hey - I've been googlefu to no avail. I would like to add to my hotkeys a command to grab the ID of what I am pointing at while in game, not while in console. (It would be a console command that is run.) I vaguely remember reading it somewhere some time back.
For example while in game I could hit my hotkey while I'm pointing at a settler which would lock their ID as if they had been clicked with the console open and then hit another hotkey to open their actorcontainer.

I am running FO4 Hotkeys. I can program hotkeys fine, usually <G>. I just can't recall the command to get an ID. I know it has to be in the engine, point a weapon at something, the engine knows what your pointing at.
 
However, .... I just looked at Better Console (I did not know of that) and it lists a mod "HUD Plus Plus" that gives info of object under crosshair! So if I go fetch that and look under the hood....

Well, bummer, I grabbed the HUDPP and unzipped it but it contains a DLL and two SWF file. I would think what I want would be in the SWF but I can't find the tools to look at that. I will keep digging but still if anyone knows what I'm looking for it would be swell. I had a tool once upon a time that would let me look at functions in a dll so I might be able to dig that up as well. Cheers!

I am not sure what your asking for? A DLL inspector or a SWF Editor?

For decompiling SWF you can use JPEX's Decompiler
