Fixed Having trouble with settlement raids.. (Subdue the defenders)

Im in a mission where I have to kill the hired guns, and beat down the settlers..
I can kill the hired guns, but it keeps telling me to subdue the defenders. I keep shooting them and they go into a downed state. The problem is that they get up while Im looking for the other settlers to down. Am I doing something wrong?

Likely just something conflicting with code.

I'll be making a bunch of tweaks to the attack code for the 4.0.1 patch to try and deal with all of the variables that other mods introduce into the equation.
