Many, many times I have to reload because plot begins construction BEFORE I can access it to tell it what plot I want built. Some random choices are really stupid. Brand new settlement builds first plot - construction. Settlement is isolated from supply network. So it LOL builds a newspaper - provides NOTHING to new settlement - and hogs meager resources desperately needed to scrounge for junk/building materials. ARGG. Please make the blinky-thingy WAIT until player accesses it to begin construction of the building plan.

In the settings under "costs" turn off AutoPay Construction costs Then you will have to choose the building plan yourself and tell it to start building. The downside is it also turns off automatic upgrades so you would have to manually upgrade as well.

I also have a request submitted to the team asking them to separate Auto Pay into 2 settings. One for Auto initial construction and one for Auto Upgrade. I don't expect to see this change happen for at least 2 months after chapter 2 is released.

I never played SS1 - have you thought about going back?
Sure, I still play both versions... I have a few profiles set to choice from:
SS1
SS2
neither - mostly vanilla using Heather / Ivy / Darlene
neither - with lots of quest mods (with or without the followers above)

Good to know. Thanks. You must be using Mod Organizer 1 or 2. I'm using Wrye - so no switching mod order/installs that also change ini files etc. Maybe later. Still struggling with MO2 with Skyrim SE.

MO2
Can't say I'm very proficient with it yet, just switched to it about 5 months ago. Know it can do a lot more than I know or use, but liking it a lot.

You can save your sets of ini files etc in another location and just paste the appropriate set where they need to go when you want to swap from one LO to another.
