Question Have simple question

I used the cq prebuild settings and for sommerville i used kythias city plan however after all my settlements build sommerville its the only settlement that shows level 3 however there nothing build there in fact the desk is actually gone.

I try from scrach too still it go up to level 3 but nothing actually being build and desk will disappear everytime even when i refresh the city..i have try two brand new saves with just that settlement pre build and still nothing happening even using different city plans..is this a bug or something? All my options are turn on and never had issues before this only settlement that wont built at all any help would be appreciated

Have you tried to use another City plan for Sommersville and see if it is the City plan that is broken?

I did i used the original city plan and it build so the city plan contest pack its broken has none of one included in that one build at all

Does anyone know why cityplan its not building for this contest one?
