Have rise of the commonwealth (for SS2) but can’t see city plans

I play on the Xbox one and only have the option to make basic city plans even though I used the cheat tool to unlock all of them. I made sure to only use unique settlers as leaders and still nothing. Edit: Mod is called “Rise of the Commonwealth for Sim Settlements 2”

'Rise of the Commonwealth' is an expansion for Sim Settlements 1. It doesn't work with SS2.
For SS2 you have to download and install individual city plan addons for SS2.

The version I use is called Rise of the Commonwealth for Sim Settlements 2 and is from Kinggath so that’s not the problem

It is a setting on the holotape. I don't remember exactly which one as i'm not home. It hides the more complex RotC plans on console. If you disable the setting then they will show up normally.

I'm going off the top of my head, but I believe it is a setting in the "City Planning" section of the holotape. There is an option to show or hide leveled City Plans. Turn it off and the multi-level plans will now show up at the desk.
