Has Anyone Ever Managed to Fix the Ness/Skylanes Misc. Quest?

I only ask because I started a new playthrough at Christmas, and am usually mindful of looking out for Ness and then immediately making a beeline to Skylanes after getting her quest, but I forgot this time and of course she's been completely wiped from existence.

What the hell is wrong with this sidequest anyway? Why is it impossible to re-trigger the dialogue prompt once the NPC vanishes? It's sort of surprising to me that there has never been a fix for this, or one that I have at least never come across.

It's a random encounter from the vanilla game so it doesn't always happen (only a small chance to see it at all really - I've had maybe a dozen or more FO4 playthroughs and have only seen her one time) and since it's a random encounter she disappears as soon as the cell resets.

But even if you talk to her and initiate the quest, if you don't make it straight for the quest location it actually won't work properly.

If you do some other stuff and then go there later, or even fast travel there, Ness will be standing at her quest location but you won't be able to initiate dialogue at all, and the only way to complete the heist is by killing Ness or pickpocketing her for the key. The two Gunners won't show up either. I've experienced all of this on both Xbox and PC, where if I leave it too late Ness will be stood there for all eternity, and if I go there immediately the quest plays out perfectly, and if Ness spawns and I don't speak to her or miss when she does spawn she is never to be found again.

It's a common enough and well-known bug that I'm curious nobody has fixed, not even seemingly the Unofficial Patch team.
