UPDATE: I'm burned out. Just realized midway through a two-hour long session of intricate object placement that my build meter hadn't budged ONCE since I started last week. After placing a metric fuckton of items down and double-checking that I hadn't secretly installed some kind of workshop mod whilst on a ketamine trip, I've come to the conclusion that I've probably got something wrong somewhere in one of my .ini files.

To be completely honest with y'all though, I'm having difficulty working with this location and getting inspired to work around specific limitations found in this settlement. Consider me tapped out of the Masters.

I look forward to seeing what the real pros can manage with this place!

My build limit was going down as I built and once it went negative, things got really wacky.
I ran terminal command cqf kgsim_autobuildparent RecalculateBuildLimit none true and that gave me what I think is the build limit and what you currently stand at. Looks like this.

I first ran Recalculate Usage in the SS Holotape which got me my disappeared meter on my build bar back and sitting at around 50%. Yet the numbers above don't seem to reflect 50%.

I then built some more and my build bar still kept draining and when I ran the above command again the top number was 5518/5000.
Ran RU again and the build bar showed are 55-60%, about what I expect that I had placed from my 50%.
I decided to just delete stuff till I got under 5000 draws. Not sure if that is the right number to look at but at this point I have no other information to go off up.
I'm not even sure if all my work will come thru when I do the export.
This will be the 3rd time I have had to deal with this bug so If you come up with an answer of it being something in your ini please let me know.
 
@harkness13 - Completely sympathise with burn out but there is still a few weeks to go in case you sort out your ketamine supply and get some new inspiration! :)

For sure. I have experienced the same, even recently.

I'm even hesitant to begin a Spectacle Island city plan since I've never had anything but issues upon issues at Spectacle, it's probably my least favorite settlement location solely because of technical issues. I probably haven't built there in over a year now, besides 0 plot/settlers "Player Home".
