H.A. vert build limit

Hey everybody,
I hope everybody's doing well. I have three questions for anyone that would be kind enough to answer.

First question. I'm building hangman's alley. And as you know there is a height limitation. In building other places I've been able to push the horizontal boundaries out some and put plots partway out in the red. They seem to work fine. I'm wondering if I can do the same thing vertically. I'm building at least one high rise for multiple people. The question is can a good portion of that building be up above the build limit?

Second question. I was looking around in the SIM settlement stuff and other areas I don't remember where I saw this. But I believe I ran across something in the pipboy where I could adjust the time out for being outside of the building zone. Being in the red. And I even thought I could turn that off. But you know that might have been a dream. Is there a way to increase that timeout because it would be nice to be able to get outside or at least on the other side of things occasionally?

Third. This time around are we supposed to finish the build and then work backward to get back to level 0? Or is it still OK to build from zero up? That's what I'm doing. Right now, I have level 0 finished, I’m ready to start on level 1. But you know if that's not how we're supposed to do it, let me know.

The "city plan contest assistant" is so much more stable than it was last month. Thank you so much. Last month it was crashing left and right. No problems this time, I haven't had a crash, so big changes there.
 
The mod 'Place Everywhere' on pc has an option to turn off the workshop timeout when out of bounds, it requires SKSE.

How far outside the build area were you able to place the plots in the other settlements?
I would assume you can get about the same range going vertically.
 
I'm not sure, but as long as the base/floor/"z pos" of the plot is below the build height level settlers should be able to "path"to it.
I can remember SS1 hangman's you would time out moving a little off the upper level on which their plots were placed, haven't had a chance to check out SS2 RotC plans yet.

When I was building Red Rocket last month there was a defense plot that in the description said best used out of bounds. I plopped it in bounds then grabbed it and took it across on the other side of the main road. Later I went back and a settler manned it. I didn't use it in the final build. I was surprised how far a settler would go to man it.
Edit: I normally build about half in bounds, back half sticking out of bounds. Settlers use the part sticking out of bounds. This one bar has a video game in the back. I've watched settlers go and play it.

Ya, it kicks you out right now. That's why I was asking how to change that.

I have been told by other city builders and in other parts of the forums here that settlers may have trouble (ie often will not ever succeed in) path finding past the edge of the build zone unless in combat. They will frequently hit an invisible wall, and be unable to continue. I would expect this same behavior to happen when moving vertically - settlers may not be able to reach above the build area. That said, it could be a way to keep your player-home private. As with any advice from people not directly on the mod team, of course, your mileage may vary.
