Graygarden Bugs for RotC

Alright, I'm just about to head to work so I'll try it as soon as I get home. Thanks again for your quick help, I really appreciate it!
 
The windmill cluster are SS assets.
If you go to an interior cell, like Rail Road HQ or Home Plate.. you "might" find the missing parts. It's a bug that is fixed in the next patch. (or at least it seems to be fixed! LOL)
 
EDIT 2: Okay, I think I may have misspoke, this happens when ever I place a residential interior plot anywhere, not just slightly outside. I added Papyrus logs at the end of the post. Final edit: It's all interior plots. Not exterior ones though.

I got some screen shots. This is the location I am talking about. When you put a plot here it just barely goes outside the border of the settlement and I believe that is the crash. I put one in another place, not snapped to this, just near where the plants normally are, and put it slightly outside the border and I got the CTD. (Is placing plots that go slightly outside the bounds causing a CTD a known issue?)

I do have Spring Cleaning installed, which is listed as a "problematic mod", maybe that caused the building to get set slightly too far back and cause the issue? EDIT: I uninstalled Spring Cleaning, rebuilt the settlement and I get the same issue.

So I set up the new patch, and unfortunately I was still seeing a ghost windmill. I tried a manual install of the latest version, to no result, then tried disabling every mod except Sim Settlements and its associates, and still no luck. There's likely something baked into my save at this point or something, iunno. There's a couple other random bits here and there in settlements that don't always show up, often those yellow machines (like the one to the side of the barn in L3 Abernathy)

At this point I suppose I can just disable/markfordelete the zombie windmill (it all seems to be one or two entities?), but it looks like it would be SUPER cool if I could get it to show up, so I don't want to give up if I don't have to.

Just noticed the papyrus load error.
Might want to check your save with Fallrim Tools.
 
Not sure whether this is a Graygarden or general RotC issue.

New playthrough. Graygarden city plan is still at level 0.
I have set Codsworth as city leader, but still I get -23 on happiness for robots. Any ideas what's wrong?

There's an industrial plot in the new optimized city plan which won't let me change the plot type. It's the one right behind the greenhouse. Is this because an old plot type (Industrial Plot - Concrete - 2 x 2) was used?
