Graphics question - Background clipping

Right, well I know this isn't a graphics forum but I do not haunt any other forums so I thought I'd give the unmatched supreme experts here a go:
The effect I am seeing in game has to do with removing and object, say a large hedge or an old ruined home from say like Sanctuary Hills. The problem is that the background still clips out as if the deleted object were still there.
I have read a bunch of stuff and it is called different things and different reasons are given for it but I distrust the 'ability level' of most of the people making said posts.
I would like to know if anyone here has a decent understanding of the game engine / graphics engine that would be willing to explain this at all.
I used to use the console to remove items until I ran into the mod "Cleaner Lived In Settlements" - using this I can scrap grass clumps, trash, bushes, etc. from within settlement build mode.
I am not sure what data is getting used to "cut out" the background around foreground objects.
If a hedge is deleted what is left to make the "cut out" happen?
I'm not trying to fix a bug per-say, this is more of an intellectual pursuit of understanding.
With understanding of what is happening, I can then approach bug fixing.

sounds like a load of precombined meshes have been broken and the world is fading in and out.
no resolution other than don't use mods that break precombines and don't scrap stuff that isn't meant to be scrapped.
 
In my current run I am being careful to avoid deleting things that are larger; however, I am more interested in learning the what and why of this phenomenon. I feel decent for a change and am trying to do a little learning while I can. I had done some work with Morrowind, but that was years ago and I simply do not remember. I tried looking into the creation kit a year ago but I was too fatigued to pick it up. Would that be something that would help me understand this I wonder. Is anyone aware of a good guide on it's use?
