Solved Force upgrade command?

Are there any console commands/methods to force upgrade cities or plots? I'm having some problems where a couple cities and plots won't upgrade. Seem to be stuck. Thanks!

edit: I found Pra's mod "Throw Money at Sim Settlements" which does allow me to force upgrade plots. Awesome mod @pra!!!
Are there any methods of forcing cities? My Abernathy is stuck for months at level 2 despite full meters, 100% scrap, 100% plots, etc.
