Question Far Harbor Dalton farm is somehow mixed up with another settlement, Taffington boathouse

My character has reached Far Harbor not long ago and gained Dalton farm as a settlement. However, once I built a City Planners Desk, it tells me Dalton farm already has a leader, Cait, who happens to actually leading Taffington boathouse. Moreover, since I use city plans to build settlements, the desk also tells me that Dalton farm has an active city plan that Taffington boathouse is currently using.

When I unassign Dalton farm's city leader, the leader of Taffington boathouse also got removed.

When I unassign the city plan and put Dalton farm's city plan in place, Taffington boathouse is also affected.

I use the Three In One version of Sims Settlements... hopefully it's not caused by other mods? I didn't use any mods that affect settlements...

I'm getting the same problem, but with SS2 and Abernathy Farm and Boston Airport are mixed together. Boston airport's resources are not updating, and any and all plot updates show as occurring in Abernathy farm.
