Question Entering Workshop mode issue

Anyone else having issue when entering Workshop mode by interacting with workshop or via V key produces different results? I mean different available resources? In one settlelmt when i enter by E it gve me fulli nverntory, and when entering by V only a fraction, in other settlement it's in reverse. Any ideas what might cause this? Coz i'm stumped.
