Old Post Draws and triangles

I present two screen shots, the first from the level3 save I have made at Longfellow's Cabin:

The second from the city plan built using that save:

Note that in the city plan the draws and triangles are way different than in the actual save. Though the max figures have reverted to default, the actual figures are way above what I used in designing the level. So of course a player can not build anything else. To design the level I had increased max draws which to me seemed a bit low at 1500. So two questions:
1. Is there a way in the city plan to pass along the increase build limits, otherwise players get the 'nothing can be built' message.?
2. What might I have done to create a city plan with so many extra draws and triangles used? I did go around the built city plan grabbing at dozens of objects to see if any were duplicated in the same place but to no avail, I did this with both scrap and built objects.

Important edit: it seems that I didn't test one side of the island, on the west/south side items are duplicated, but not built items; rocks. I have just checked a few of them and each of the duplicated items is in all three .json files, baseline, scrap profile and blueprint. I wonder if this answers my question elsewhere about the blueprint and that there should be nothing in it that is in the other two files? If so, how might this have happened? I suspect that ASE is responsible somehow but.....?

The draw count that Sim Settlements does in the live City Plan is approximate. While all of the Sim Settlements and Project Blueprint items have been pre-tagged with actual draw numbers, anything from the vanilla game or mods are not tagged, so Sim Settlements just applies them a number based on the average draw cost of items.

Per the extra item issue, try unchecking original items when exporting your L3 blueprint so that it won't grab anything from the base game.
