Question Does WSFW make it safer to have larger settlements?

Hi,
The "Understanding CTDs in the Triangle of Death" article talks about choking out WorkshopParentScript by having too many scripted objects in settlements. It recommends never exceeding 21 settlers in one settlement and minimising the number of scripted settlement objects.
Is this something that workshop framework addresses? Normally I wouldn't go over 20 because I use ROTC, but I like to get Sanctuary up to 30+.
I am willing to put up the the occasional CTD as I approach Sanctuary (which I do get), but I'd like to not completely mess up my game.
 
No WSFW does not allow you to go safely beyond vanilla settler numbers.
21 settlers per settlement is the vanilla recommendations btw. If you have that amount in every settlement with SS you are going to run into problems.

If you want to go big in Sanctuary you have to offset that by making sacrifices in RR and Abernathy.
