Question Does SS use non-existent-form instances?

Have some minor issues with SS currently. I am using FallrimTools to check my save to see if there is junk in my save file that may be causing some hit to my script performance. I currently see two entries connected to SS when I go to clean non-existent-from instances.

SimSettlements: BeerRecipeObjectRef: *refid=CREATED:ff00e3b8 (000001ecc56a0740)
SimSettlements:Newspaper: refid=CREATED:ff00ca73 (000001ecc56b0b10)

Can these be safely deleted? And in general is it safe to delete non-existent-form instances associated with SS/Conqueror?
