Question Do item sorting mods interfere with IR stockpiles?

First off, apologies if this is more suitable as a bug report, but given how few mods I have that actually affect junk items, and how little I know about the underlying structure of mods in general, I thought it may be prudent to ask some probing questions first.

I've been using RoTC to create basic city plans and then swapping out basic industrial plots with IR plots for roleplaying reasons. For example, the fort of Sunshine Tidings has a robotics recyclers, and Taffington Boat House (Sheffield's first try at mayor, and second chance at life in general) is trying to research exciting new Nuka Cola flavours. You get the idea.

However, I'm noticing that some IR plots aren't becoming upgradeable, even if all the settlements needs are maxed out and the stockpile is more than filled.

An example: At Sanctuary Hills I've replaced the scrap plot with the IR Scrapyard. Knowing that it needs a couple of hundred junk items in the stockpile to upgrade, I put about 300 cloth / leather / steel items. And yet it's been other an in-game month and it will not allow itself to be upgraded. Out of interest I've put a further couple of hundred of these basic resources in, but still to no result.

One of the mods I'm using is Valdacil's Item Sorting, which splits junk items into either junk (alarm clocks, teddy bears, etc) or raw resources (concrete, steel, cloth, etc). And I'm wondering if that could have something to do with it? Is the new sorting method perhaps stopping IR from recognising them as legitimate stockpile items?
