I was under the impression those technically counted as (highly restricted) Workshops - is it intended that Workshop+'s Free Build Mode doesn't apply in there? The 'flight' does work in there...

Solution
Using free build in there would essentially break the puzzle - so I’m not surprised that doesn’t work.
the flight is an interesting bonus though, make some parts super-easy.

Oooh, flying through this BS would be great haha. This is my least favorite part of the game.
