Desk Planner is not showing up

The desk planner seems to be missing in my building menu, it does not even appear in crafting as I have seen som say is the deafult place it goes.
I have tried reinstalling all of the Sim Settlements mods and activeted the City Manager Holotape. I have tried to use settlement menu manager but nothing seems to work. Settlement menu manager did not even create a special menu for sim settlement. At the moment I can only find the plots in the speciel menu, when trying to build somthing from the Sim Settlement.

With Settlement Menu Manager installed, Sim Settlement Objects is to the far right in the building menu.
Without that, the City Planner's Desk is usually under crafting together with other workbenches.

It just dosen't show up. With Settlement Menu Manager there is not even Sim Settlement Objects menu.

I'll ask back a stupid question, did you play the City Holotape in your pipboy after getting it?

I have. I have even run the resuce option in Settlement Menu Manager. Still dosen't show up.
