Defense 999 bug

So I came back to my Starlight Drive-In settlement with about 35 plots, 3 of which are marshal plots. For some reason, my defense rating for all of my plots is 999. Even in settlements that I haven't built anything. I only have SS, SSH, SSIR, and the Unofficial Fallout 4 Patch. My happiness is going down and in the Citizen Needs Report section of the holotape it says "Defense: -4200%". I'm also noticing I'm getting attacked more often and back-to-back in Starlight Drive-In. Any fixes?
 
You'll likely need more martial plots. Alternatively you could also place turrets down. When using dynamic needs your plots will both generate and use resources including defense. The 999 value occurs when you have a negative value for defense (or any of the other resources), it's the way Fallout handles a negative value.

That doesn't sound right if they're seeing negative values in settlements they haven't even built at. There should be nothing to drop defense below 0 with no plots.

Indeed that part is a bit weird however, going off what he said for the main settlement that would be my thoughts. As for the other settlements maybe something introduced with the resource sharing added in by 3.0? This of course is just speculation and likely isn't the cause either.

That needs percentage is off the charts. Unless kinggath is doing some very weird math there, that number is saying that the negative defense value is 42 times the required defense value for the settlement (e.g. for a moderately sized settlement with a defense need of 50, that is a -2100 defense value). I can't think of any way a settlement that was fine before the patch could go that far into the red unless plot production went seriously sideways (i.e. a bug). That high a negative value just should not be possible via normal gameplay.

Indeed it is a very high number, since my knowledge on the calculations and such is rather limited I'll tag @mytigio and @tankthing who may be able to offer more insight into this.

So, to clarify, if you go and find a brand new settlement you've never seen before, it has a -4200 defense? Or is this only in specific settlements?

If it's in specific settlements, we might be able to figure out what item is applying such a large negative.

what does the number next to the defense bar on the HUD show? (not the workshop one, the HudFramework one)

I agree, it sounds like someone added a 0 to something by mistake, but I'll try to get more details
 
@mytigio I just checked at Oberland Station, a settlement I just got, and it seems everything is fine. Haven't built anything. At Graygarden though, a settlement I just gave to Codsworth and build a Recruitment Beacon at, it also has 999 defense. I've built nothing else there. Starlight Drive-In is my main settlement that I have a bunch of stuff built at so I may try just building more defensive structures and see if that changes anything with the math.
The HUDFramework thing is another problem I have that I talked to @L2K_Perma about in a comment section. I don't see the HUDFramework mod on the mod's page in Fallout 4 on PC. I've never messed with the Nexus, so downloading it there is a bit intimidating.

EDIT: I just added a bunch of turrets to Starlight Drive-In and it seems to have fixed the problem. Defense is at 90 and in the Citizens Needs Report It's showing 100% and happiness is on the rise. Also, just visited Graygarden again and it seems fine too but Codsworth hasn't started any building there. What are the requirements for leaders and settlers to start building buildings?

Maybe not the best place to ask but I thought the settlement auto built what they needed most? So if they have low Defense why aren't they building martial plots on their own? I hate the sound of turrets. I'd rather they just figure it out for themselves. Unless there is a holotape option I'm missing.

From what I could gather the OP isn't using Rise of the Commonwealth, and potentially only had a certain amount of plots placed. So if he only preplanned for 3 martial plots then that's all that is available to be chosen from.
 
Hey, sorry for posting this late but everything is fixed! Thanks to everyone for helping me out, that was really frustrating but we're all good! That [Resource]: 999 thing was really weird but like @L2K_Perma said it's just the way the system handles negatives. Also found a way to get the HUD to work so that's awesome. Thanks again everyone, and absolutely amazing work on this mod and mod packs, outstanding!
