Custom settlers wont seem to spawn

So i got the mod on the day it released, and in my over 20 hour playthrough i only get 3 of the unique settlers (Carne, Tom Thorne, and the Raven/Crow twins) excluding those added by the story. I got that radio beacon at the end, but still nothing. The 3 i got all appeared in the same settlement, at the same time and apart from that nothing. Any help would be appreciated
 
Other ones seem to have requirements to be on the spawnable list; Number/Level of certain plot types and settlement Happiness are definites, as is completion of certain quests (I know of one that requires Minutemen Radio back online, f.ex.) and I have a suspicion player level might be involved too.
Also, if you did the Story and got the people from those quests THE RON gave you, you can go back to him for more.

Well, i started my character at level 20, shes around 40 or so now. Most of my settlements have food and stuff, and a couple are at max happiness. And yeah, did all i could with the minuitemen, brotherhood, and institute without actually picking a side.

I neglected to initially mention, if you did those quests for THE RON to get those couple of groups, you can go back to talk to him for more. See if that works.
 
for me the trick was to get out and start building and expanding the Codsworthian Empire (hey, first flag available). These other NPCs have a knack for showing up at inconvenient times and places, and spawning in odd places where they might get stuck.
Found a cluster of them wedged into that little shanty with a mattress behind the 'warehouse' building on Sunshine Tidings.
 
for me the trick was to get out and start building and expanding the Codsworthian Empire (hey, first flag available). These other NPCs have a knack for showing up at inconvenient times and places, and spawning in odd places where they might get stuck.

Thats a good point, the "spawn point" it uses for those is in some odd places in some settlements, and if there was any enemies spawn they dont have the AI Package to go back to the spot either.

If not, ill just build more stores and houses and see if that helps. Not as many as I'd like on my current save. The random-spawn ones arent SUPER common.

You should use this mod if you do not know the default settler spawn locations.

You have a 10% chance per day to recruit a settler.
Any settlement can receive a Unique Settler instead of a recruit for the day.
After completing both side quest for The Ron you can pay him for leads to more.

You may want to visit all your settlements and scout the area in and around them for any of the NPCs that wandered off to chase mobs or had a far off spawn
(example: Starlight Drive In is way up the hill, Sunshine Tiding sis behind the mess hall in the shack.)
