Solved CTD's around settlements after upgrading to Windows 10 Vers 2004

I've had an ongoing game that I'd have the odd oddity here or there generally around Sim Settlements (plots not fully building, settlers clipping through things, companions being unable to enter some of them, etc, etc) but was 100% stable for over forty hours of gameplay up to level of 28 or so. Nothing was game breaking and could be worked around. Fallout 4 just being Fallout 4. Then about two weeks ago I upgraded to Windows 10 2004 messing up a lot of games but none more then Fallout 4 which began CTD'ing frequently. For the last two weeks I've been trying everything I can think of short of reinstalling mods or the game itself or rolling back Windows. I've tried different in-game settings, turning off debris, messing with fps locks, changing which video card is used by the game automatically, reinstalling F4SE, etc, etc. After playing some more I've found that the CTD's seem to happen around settlements either when I'm nearby or in them. This is leading me to think that something in sim settlements broke with the windows upgrade. Just now I'd been playing solid for a good hour or two as long as I avoided any non-major city settlements until I went to Red Rocket near Sanctuary (which has been my main base for storage) and immediately experienced a CTD.

If it is Sim Settlements is there anything I can do to salvage this? I don't want to lose this save. It's the farthest I've ever gotten in FO4, and again, before the upgrade I had a good forty hours in the game without a single CTD.

Could upgrading Sim Settlements to the latest version help? Or is that something that will break my save even further? I assume deactivating Sim Settlement modules will really break the game. It might not be Sim Settlements at all but it's the only lead I have left.

Is it possible that you did what I did - created an Advanced industrial plot without having Industrial revolution installed? I managed to keep playing for several hours IRL before getting the CTDs.

If so, installing SS Industrial revolution should fix the CTDs.

I was using city plans and automating them but maybe one of the city plans I used from the add on mods included plots that I didn't have downloaded? The CTD's seem to happen no matter what settlement I go towards. Worth a try I guess.

I updated Windows to the new 2004 optional update, updated Sim Settlements and installed Industrial Revolution. I noticed a ton of settlements started upgrading like crazy and I was able to interact with a few settlements without CTD's. But I'll need more playing to see if that fixed it for sure.

I've only gotten a CTD or two since I followed your advice, so that seems to have fixed it. Unfortunately it seems like my game is pretty F'd for other reasons. Getting quest NPC's spawning behind walls, stuck NPC's, etc, etc. But atleast we solved that issue I guess?
