Question CTD trying to enter diamond city

I am new to modding (PC version) so have very few mods, using the ingame mod launcher, UFOP4 (v37), sim settlements (3in1 version), see through scopes, improved map with visible roads, [in that order]
Having a CTD when i try to enter Diamond city. Can fast travel out and back after the piper/mayor cutscene, no other problems, checked that weapon debris was off, checked for a new video driver (none), reduced video settings (way below NVidea recommended), cannot use the lift or the stairs, get a short loading screen, then CTD, tried starting without 'scopes' and 'roads' no different - seems settlements is the problem?
Is it because sim settlements is now old?
Such a shame, I built one settlement using a city plan.
Any ideas? Apart from giving up on settlements (obs)

I am running FO4 on steam, so its a bit different, there are only two files in the fallout directory (DLClist.txt and Plugins.txt) the plugins gives the following load order (which is what is shown in FO4 on the mod list - as I run the mods from the FO4 menu):

Plugins.txt:

I downloaded all the mods from Nexus in the last 7 days, so I am hoping they are the most up to date, I didnt notice any Beta warnings so assume they are stable -, FO4 is up to date according to Steam also I did the Steam FO4 files validation and they came back ok. But cannot find the version (could it be v1.10.163.0.0?)

is the order here supposed to be different in DLC and Plugins? Is it ok to edit the DLClist?
I have searched for days to try and understand what was going on - posting on the forums is my last resort. Just FYI I have been running FO4 without mods - two full play throughs (about 120 hours) with no issues.
Once again thank you for your time.
 
Update: invested quite a few hours with a new play through, only one change - no Sim settlements. Almost the same pattern of missions completed as before. Just entered Diamond City with no errors.
