CTD at Sanctuary upgrading from L0 to L1

Hey all! Joined the forum because I was having an issue that seems to be sorta common. After running some tests I think it must be something to do with the L0 to L1 ROTC Sanctuary upgrade. What's odd is that from my tests it appears there's something to blame with the cinematic - but my initial problem was when it upgraded while I was away on a mission.
I have yet to try the game with just Sim Settlements on, but here's my tests so far:

Problem: CTD going into (or even looking in the direction of) Sanctuary
Likely cause: Sim Settlements

Background: Sanctuary was fine until it upgraded from L0 to L1 while on a mission. Auto upgrades on. TenPines upgraded at a similar time, also from L0 to L1 and is fine.

Tests:
- Teleport to Sanctuary = CTD
- Teleport to Red Rocket = CTD
- Teleport to Tenpines = Good
- Walk to Red Rocket = Good
- Walk to Sanctuary = CTD

Go back to old save right before upgrade:
- Teleport to Sanctuary, upgrade begins, cinematic plays = CTD after upgrade
- Teleport to Sanctuary, cinematic upgrade on, was in pip-boy when the upgrade began. Cinematic appears to begin, but then skips and resumes normal play while settlement upgrades = Good?
- Turn off cinematic, teleport to Sanctuary = Good for a moment, then CTD
- Teleport to Sanctuary, turn off cinematic, upgrade begins w/o cinematic = Good

Made a save within Sanctuary before upgrade with cinematics off:
Upgrade begins (just outside the front "gate" area) = CTD
Upgrade begins (standing near work bench) = Upgrade goes on for a bit, but then I moved away from work bench to where the NPCs were standing and CTD

Broken save just outside of Sanctuary, facing Red Rocket:
- Turn off cinematics, wait a few moments, turn towards Sanctuary = CTD

Reload "Good" save after upgrade, while still in Sanctuary = CTD

+Scrap Everything, my first and very big issues, especially if you have used it in Sanctuary or any settlement.
