Not a bug Covenant issues

I haven't been to Concord & activated the mod yet, trying to a normal play through.
Went to Covenant gates are unlocked before taking the safe test, nearly everything was take-able, workbench was open.
went to the covenant compound without permission, guards were friendly even when being shot.

since doing Covenant, the game now exits normally, done 5 exits at different locations all exited normally, not freezing when exiting main menu, hope this helps.

This is not caused by Conqueror, just did a playthrough without Conqueror exactly the same happens, only thing I can think of is the latest simsettlements update could be causing it
