Couple of issues that I might be experiencing alone

#1: Every time I use the city plan, it goes without a problem. but after that, it duplicates every scrappable items. Meaning I have to scrap those items twice. for example, I scrapped one of the ruined houses in Sanctuary to get some junk. after that, I used the city plan to let the settlers do the building and I went on to do some quests. When I returned I noticed that the house that I scrapped returned and when I tried to scrap it, I had to do it twice but this is not always the case. This has happened in every settlement that I used the city plans. Most notably in Starlight drive-in where I saw a car got duplicated near the entrance.

#2: The NPC called "Gremlin" has a texture problem with her body. I have a screenshot but it's NSFW.

#3: I can't change the tax options in the city plan desk terminal. Every time I pick an option it stays indefinitely on a blank page on the terminal.

#4: I think I'm not the only one who is experiencing this bug. I'm stuck doing the quest where I have to turn in the giddyup buttercup to lacey. every time I try to talk to her, she only says generic dialogues.

#5: Sometimes the settlement stats on the Pip-Boy shows a wrong stats such as showing me that one of my settlement has over 4k beds. I have 2 screenshots.

#6 (maybe?): I experienced multiple crashes during the quest where I first met Aiden and fight the gunner. I think it has something to do with a mod conflict that I have. I have a quest mod called "Sector V" that adds a building or some sort of tower there.

#7: a couple of the unique settlers I sent to some of my settlements never arrived. I think it has been an in-game week passed and I couldn't find them.

1. Save before doing a plan.
2. Use scrapall and the option to scrap the settlement when building a plan. (You should store anything you want to keep and place after the plan is done being placed like workbenches.)
3. Plans used in a settlement must match have .json files that match. As in if you are using a mod to change settlements such as extend this, clean that, scrap that, etc if those mods change the default files you will have duplicates.

My first guess would be you have not run Bodyslide since adding SS2. So the new outfits do not fit properly.

That is currently bugged for most people.

Known issue. Visit the settlement asap to correct it. This can cause a big drop in happiness.

Try disabling the mod and do the quest to see if it is the issue?

If these uniques were part of a group then they wont leave. These groups were not meant to be shuffled to new settlements.

I don't have those types of mods because I'm worried that they might break the pre-combines. The only thing that comes close I think is Place anywhere. but, that's about it.

I didn't know SS2 has its own bodyslides. It didn't show up in the bodyslide tool.
That is currently bugged for most people.
I hope it gets fixed in the next patch. I don't want to lose my progress hehe.

I managed to pass it. I had to use Kill all hostile command. Maybe my laptop couldn't handle it. who knows?
If these uniques were part of a group then they wont leave. These groups were not meant to be shuffled to new settlements.
No, they were alone. like the ghoul from the glowing sea, the deaf NCR soldier, and that guy who's an expert on robots.
The only unique settlers who managed to arrive were Rob and Gremlin.
 
I find the unique settlers quite often never actually go to the first place I send them when they join. I have found that going straight into Workshop Mode as they're walking away and reassigning them elsewhere immediately seems to usually fix that.
And I assumed Gremlin's top looking like it was only covering things out of sheer force of will was deliberate, tbh.

I'll keep that in mind next time. but, what if I'm not near a workshop? Like the ghoul from the glowing sea.

I have never had that issue with the ones that weren't of the "spawns within your settlements" type so I'm not sure what you could even do then, short of stuffing around with console commands to forcibly move them around.

Yeah that sounds like some weird sort of texture conflicts, it's not like that for me (just a quite visible bra).
