Constant CTDs forcing me to give up on the game. Any advice would be greatly appreciated.

I've been having way too many CTDs lately, especially when near Sanctuary. SS2 and workshop are up to date. I'm not sure if it's a mod conflict or the fact that every time I got overwrites in MO2 I'd create a new mod with them and activate it. I'm posting my load order:

You could also enable papyrus logging. Both buffout and papyrus are good together for seeing what is causing the crash (they might not tell you exactly whats wrong but they help figure it out).
 
I enabled papyrus yet it's not actually creating a log for some reason. I made sure all the values in the ini were the same and in the right place. I'll try buffout 4 now.
 
For The log are you looking in your save folder? And you want to have both buffout and papyrus logs. I don't think papyrus would be helpful by itself, probably just really confusing.

I can't find the key word "operator" in my mods or plugins. I wasn't sure if that really is just from the 4th dlc lol
 
I don't get why it says it's missing all those files, either. I have not removed anything. I started a new save and only added a few more mods since. All my workshop mods (only like 3 of them) are installed and showing up in the game properly.
 
Have you downloaded buffout4 and its requirements yet? You also need that. I don't think you can just read the papyrus log and figure it out. I am not 100% but I think the papyrus log showing fails is normal. The buffout crash log will be a little more helpful and you can compare the two logs to see what is failing.
 
I did download buffout, the two files that go into the fallout 4 folder and the script preloader or w/e, along with the 2019 microsoft w/e package it said lol Where will the Buffout 4 logs be? Same as papyrus?
 
So I just noticed in my MO2 that it said buffout 4 wasn't properly launched when I last opened the game. I can't find any instructions on its nexus site on how to install it so I assumed it was just a regular download, install, click check box. Is there another way to install buffout 4?

As Snarkhunter said, have you downloaded the requirements for it? F4SE is something you might have but the other two are not usual downloads. The address library is something you download with vortex/mo2, but the xSE plugin has special instructions. You will want both of those and follow the instructions for the xSE or else the game won't launch.
 
I did download the library as well. The library is the only thing actually installed through MO2. I put everything else in the fallout 4 folder, since buffout 4 initially allowed me to tick it as a regular mod in MO2 but then it said it wasn't properly installed afterwards, so I just put those files in the fallout 4 directory since it seemed like it needs to be with the script extender files.

You absolutely do not need that with SS2, and that will break SS2.
You have a lot of script heavy mods. Buffout 4 should help with running them.
 
If you run the game and quit. In the main folder there will be a xSE log and that will tell you if buffout is running. I use vortex and I just downloaded and activated buffout and the address library like a normal mod. xSE was the only thing that needed to be moved for me. you also have to make sure you grab the TBB file and change the load method line in the xSE configuration file.

I only see xSE PluginPreloader.log. Is that what you mean?

Using my game as an example, please adjust the path to where you installed the game. You should open C:\Steam\steamapps\common\Fallout 4\xSE PluginPreloader.xml
Look for LoadMethod. Make sure that line reads:
<LoadMethod Name="OnThreadAttach">
Save, and exit. xSE PluginPreloader configuration is complete.

Assuming F4SE and Buffout 4 have been installed correctly, when you load the game, you will get some general F4SE logs here (again adjust paths):
C:\Users\Yagisan\Documents\My Games\Fallout4\F4SE
If the game crashes, this is where you'll find Buffout crash logs.
