Conqueror pre-built aquired by vanilla quest - can't manage?

So far in my game, some seems to work fine, but some don't.

Quick context of scenario I mean -->
A - pre-build most settlement city plans on load of Conqueror

B - did Abernathy locket quest, acquired, and could click the city manager desk to assign Blake as leader, city keeps going automatically, all good

C - started Preston quest which is always help Tenpines, finished quest and got confirmation they are joining, able to click workbench and looks like took over ....BUT

*note all plans I used to pre-build are the Simple series ones which come with IDEK logistic plot
1- unlike Abernathy which eventually auto assigned and setup supply line via the IDEK plot to my Sanctuary hub, Tenpines does nothing

2- more importantly, my city desk for manage city seems disabled - can click on city desk to use holotape or craft, but there is no clickable interface to manage the city

Solutions tried -
--used holotape option tor refresh local city plan, it redrew everything but still no city desk with clickable to manage city, assign leader, etc

--traveled, waited days, came back, same issue

--confirmed owned settlement because I can click workbench and craft stuff manually

I'm not sure why in same game quest takeover of a settlement works for Abernathy, but doesn't for Tenpines. From what I can surmise, some reason the city planner desk in this city plan isn't drawing correctly beacuse I don't see the blueprint on top where I would click to initiate manage city. But I can't click on that desk in workshop mode to replant it, move it, etc and refresh city failed.

Anyone encounter same and know way around this?
 
Ok, figured out one part and explaining here in detail for the next dunce like me that got confused. Still have no supply line problem but can manage the city now, deposit stuff to help it upgrade, etc

TLDR version - for the Simple series city plan - Tenpines, it places what looks and functions almost like a city desk - but it is not.

In what looks sort of like a small admin hut plot near entrance of L1 Tenpines on this plan, there is an actual functioning 'city desk' - but it only allows craft, holotype, and build plans remove. It is apparently not the 'real' city desk because after accidentally wandering into what I now know is the 'main' home building there is a player bed + full city desk.

At this desk I can manage the city so main problem solved.

Lesser problem #2 still remains - below
 
Ok so problem remaining is unlikely my other quest acquired settlement Abernathy, the logistics plot here definitely has a person assigned, but no supply line is being setup.

I've yet to setup a war desk and create an outpost because I'm still sort of working my way towards that, so atm what I have should be a very simple triangle - all the settlements I own are Sanctuary, Abernathy, and Tenpines (with RR just purely dormant, I acquired it but did nothing - just a storage base)

Sanc + Abernarthy supply is fine. The Abernathy city-plan created IDEK plot got manned automatically and setup automatically.

Tenpines refuses to plug in so I'll just leave this here as note while I diddle around to see if somehow I can get IDEK working here.
 
Solved - had to use IDEK tool to 'Recalculate Supply Lines' - after I did that the supply line automatically linked up to my Sanctuary-Abernathy network.

For future searches finding this post, looks like whatever odd reason some city plan built settlements automatically hook up just fine with the plan-build IDEK plot but others don't and need to be manually nudged.
 
There is no desk like you describe.
The only buildable one is supposed to be fully functional.
Is it placed at an angle by any chance? If it is set 10° or more off level the terminal will become unusable.

Well I'm looking right at it - the plaque says Recreational plot 'Town Hall' by Sebbo.

To keep things simple I installed only the Simple series by bowenje, at conqueror setup removed all RoTC plans and right side list has just the 1 simple plan.

Designer Choice is on.

On entry to Tenpines, first building just to left of the workbench is this Rec plot (Town Hall by Sebbo). Open the door and first thing you see is a functioning 'city desk' with interactive labels to click for Use the city manager terminal, craft, and configure building plans. What it lacks is a city management blueprint.

I'll see if I can take a screen. It's currently plot level 2 but even when I first got to Tenpines as L1 city, the desk was there. The 'real' city desk with all functions working is a large rectangular building to left of the entry doors - it has a player bed + some crafting benches

That's an old/early version of the CP desk. Sebbo's add-on is awesome (especially that Concrete Factory plot!), but I think in this case, it's showing its age or at least providing a glimpse into SS history.
 
Well that makes sense. Now that I know, it's totally no big deal. But as a returning player, was totally thrown off by what looked like the city desk I'm supposed to use. Guess I should learn to look around more in new settlement.
