Old Post Conqueror makes FO4 challenging!

I started a new game with ROTC enabled. I set everything to random with every available city plan I could find.

This has made FO4 no joke! Turrets in some of the city plans make taking a city almost impossible and in a couple of cases completely impossible at my current level. I am level 15 after 10 hours of playing and dieing a lot.

I play with Better Locational Damage and Live Dismemberment.

Can anyone share how Horizons works with Conqueror? I think adding that would make this a Raider simulator!

Horizon changes the walden pond area a bit so I'm not sure how well the first conq kill quest would work. It also moves some workshops which I've read can be bad for sim settlements.
 
horizon does work, i went for 1 vassal one outpost then i got side tracked with other quest and now nukaworld. but i got an outpost and vassal and it works:)
 
I had a terrible time at Sanctuary at a lvl 1 city. I realized I could pull the settlers/hired guns out of their and my Raiders cut them to pieces. Strategy works. hehehe
