For some reason I am not getting power. I have the generator maxed out with over 100 engineering. I can not seem to get the Commonwealth Rising power to 1000. I can not see any power when I go to research new meds. Any help is greatly appreciated.

I think the Power that the research and quest are looking for is surplus power from settlements with supply agreements being sent via Power Transfer plots. The engineering count in the HUD (104, from your screenshot) would be listed as "Engineering Energy" if it was needed for research.

I used mod outpost chimaera, as it's flat and in range of gnn, built 14 advanced power plots and one power relay ,one power mast thingy, gives over 1000 power and is manned by robots . Also built lots of turrets as gunners are on overpass nearby ,xp farm lol

Where do i find the Power Transfer plots?

They're a subtype of Municipal.

It looks like something's gone wrong, though, you should have met the requirement for the quest stage you're up to. On the other piece of HQ HUD, the one down in the left that takes the place of the Food/Water/etc meters of settlements, what does that one say for a number on the line with the lightning bolt?
That "[..]/1000" should actually show a number, though, instead of that [..]....

I, too, have been having the [...]/1000 bug, but the quest has advanced. That stage has completed, even though it still shows as [...]/1000 in the quest log.

mine wont advance .. its stuck and i realy dont know what to do.. I have a littl over a week now in normal play time "real life" time and still doing brotherhood quest and railroad quests ect. and nothing has moved on the commonwealth rising quest line
any suggestions? I looked where I could find Stages for the quests? but cant find any info.

How do you attach the power transfer buildings to the power grid? I have one settlement where I just now built 5 coal plant power generators, with an excess of 485 power showing in the HUD at the top. I went back to HQ and there was no change at all in the -1170 value for power. I wired the power transfer building to the power grid pylon. Was that wrong? This is not the only settlement where I built power transfer buildings and wired them into the grid, but it is the one where there is a clearly large surplus of power being generated.

Do you have settlements with surplus power? Do they have power transfer plots built? Does HQ have supply agreements with those settlements?

Does HQ have a supply agreement with that settlement? It's in the Logistics menu of Command mode.
Yes. 13 settlements connected to the HQ, many with power transfer plots, one with a total of 485 power available and the only draw on that 485 being three indoor municipal plots and about eight indoor bedroom plots. But do I wire the transfer plots into the grid, or not? I just finished chapter 2, by the way. Somehow I fulfilled the requirement even with -1170 power showing in the HUD. I'd like to have the power transfer working correctly, though. Not to mention an infirmary built in HQ, but that should be in a different thread.

I don't think you have to wire the transfer plots onto the grid; I know there are some I haven't and I'm fairly sure they're sharing power with other settlements.

Move everyone out of Engineering and accept it. Then move back in 10 people with PER 10. That should do it. It took 13 people with PER 8 for me. I used a text file with console commands to set all SPECIALs to 8, to modify every settler in HQ.
