Commercial Plot Vendors only want to "trade"

I'm playing on Xbox Series X, with no mods for settlements or settlers besides SS2 and Add-Ons. When I assign someone to a commercial plot, they only get the generic settler "I wanna trade some items" option. I have auto-stock on as well. Is there a fix for this at all, or should I start over? It is happening at multiple settlements, including Starlight, Sanctuary, and Sommerville Place.
 
This might seem like a dumb thing to ask, but could you check anyway - does anyone else in that settlement happen to have the Vendor Dialog despite NOT being a shopkeeper?

I ask that because that (settlers getting the shopkeep dialog when they shouldnt) is a known issue that some people were trying to track down the root cause of. I havent heard any news on how progress was going on that in a while though; maybe I should get back into that one chat room...

I'm pretty sure it came down to work furniture having been used instead of the regular stuff, so NPCs who use those get assigned into the vendor faction and get the dialogue. Din'elen was doing something to do with that, but I have no idea where that might have led or been left off at.

Din'elen had found and verified the issue, and gone through to fix it from all the plots in his own add-on pack that he's working on, but found that the issue was incredibly widespread among other common add-on packs as well as the default SS2 plot building plans. I do not know what has happened beyond that - whether other add-on pack authors are working on correcting their plans, or whether it has been added to the internal SS2 bug report list. Perhaps @msalaba would know?
 
Another issue which also occurs in vanilla can be with plot placement or where the settler is standing. If a plot/shop is above water or some other odd places in various settlements it can interfere with their reactions. I've been encountering this a fair amount in my current play through. Latest example was this evening: I spoke to general store settler at the storeband only got the trade dialogue, but I then moved him to a different area [1] and was able to barter. (Moved the settler, not the plot.)

[1] I used the moveto.player console command but the "command/go" option in workshop mode would probably work, too

It isnt listed on the one us "Rockstars" use at least.

At least, the proposed cause/solution isn't. There is a bug report from way back in March about "settlers getting the wrong shop type dialog" specifically.

There was a long conversation between Din, @Whisper @VersusXV and @kinggath in #advanced_modder_help on the SS2 Mod Author's Discord. It seemed the conclusion was "more investigation and testing needed." Din was working on it and got himself banned. I do not know what the current status is.

I believe that I may have a patch for any “issues” that may affect my plots. To my knowledge nobody is testing at present.

While I’m willing to put my patches up, I’m trying to fix other issues. (Navmeshing being the big pain-in-the-neck.)

I’m also attempting to come up with some internal ag plots. I don’t want to only release a “fix” for something that’s not been confirmed as an issue.
