We need a way to turn off recruitment in the comm station plot. I love the fact I need it for salvage runs but it over recruits and I can't seem to get it to stop. It recruits for me at least three settlers every few in game days. Fine for places I need people but bad for places I don't. I have setting setup to not over recruit or to stop recruiting at a certain threshold but it doesn't seem to help.
