So I went all out when it comes to SS. I have everything but faction packs that has received updates in the in the last 6 months. I want to use Red Rocket as my player home/base. Looking for a way to clean up all the debris that wont cause issues. I already know to avoid Scrap everything. What are my options?

I watched Raybo's video on Raze. It leaves the piles of debris I'm wanting to get rid of.

Here is the thing, you will not get what you are asking for without risk or a hit.

That said, it is how we all learn.

I would be recommending the below Cleaner Lived-in all the time if it separated out the settlements but it doesn't and at its core, it touches scrap.

This will do what you want, you may need to still install Place Everywhere or it will let you console more to "disable." If you were doing an all manual build I would say this is for you.
But you are using city plans. It is more performance-friendly then others.

Still, you can try it "at your own risk"

At my own risk, it is on my todo list to test the .esl version of this with City Plans at a later in the game install point so I can see what it does to my prebuilt settlements.

The Option:
Clean and Simple - Red Rocket Startup

Put it low in the load order, but you will probably see a bigger performance hit than Cleaner lived-in Settlements but it is probably safer as it touches only one settlement.

It does break precombines and by mid-game this can become a big problem in that area of the map.

If your risk tolerance is low. Leave them piles.
Listen to @1ae0bfb8, I would avoid the scrap mods altogether.

Raze My Settlement is still the only Mod I can in good conscience recommend to most users in this category. :friends

Oh, and...
No Ugly Plants And More - Invisible Vines Shrubs Brambles Grasses Etc
