Solved Civilians standing around doing nothing.

So far i only built sanctuary using the city planner. In all other cities that were prebuilt with conqueror civilians dont do anything. They dont go to their posts, they dont walk around. They ARE assigned however and do give the bonuses. Only the martial ones are the exception to this rule as they go to their posts.

A civvie which is assigned to an agricultural plot doesnt go to their assigned plot, they just stand near their beds but they still output food.

Sounds like your scripts are backed up / still need more time to get thawed out. So, unless there is something wrong all you need to do is give it time.

I would walk to a few places and not fast travel.
 
just stand around in your settlement - doing absolutely nothing for about 10-15 minutes (real time not game time) and that should allow any backed up scripts to run and allow your settlers to spring to life.
if it doesn't change after that length of time, you may need to delve into your save game to see how many scripts you've got backed up.
question - during this play through, have you removed any mods from your load order? doing that will wreck your game and one of the symptoms can be backed up scripts and settlers standing doing nothing.
 
I forgot to mention this only happens with civilians not settlers. Recruited settlers that come later via beacons work fine. Civvies just stand around but i will try that aswell. thanks.

And i believe i deleted impervious power armor and its patches. I also disabled and later re-enabled survival mode.

oh, @1ae0bfb8 concern is well justified. :good

Fallout 4 is a long game and good mod discipline is important. Just because you can seemly get away with something today is not cause to believe you will not pay for it 5, 20, or a 100 hours from now. :punish very painful.

The recommendation is always: :this
Once you install a mod and play forward it is baked into the save file. At this point, it is unsafe to remove it unless you roll back your save. :shok1
Meaning, it is only safe to install mods, then test.
1. If you are happy - play forward :smile
2. If you are not happy roll back to your controlled save from the state right before you installed it.

Lastly, things affect things in odd ways. :crazy I once had a CTD issue that when drawing a pistol I would crash. It was caused by a static bridge mod on the opposite side of the map that I had never visited. :shout

So, uninstalling mods that seem unrelated or uninstalling mods that have left negative artifacts in your save file & can lead to assumptions of conflicts that are actually untrue or the eventual impossibility of figuring out an actual conflict as 20 hours later a new mod crashes due to the artifacts left behind by a mod you uninstalled that 20 hours ago. :skull :acute

textture mods can - mostly - be removed without too much impact - but anything that changes game play will break your game.
right now, you have the following options;

1. start a new game with a list of mods that you will not, under any circumstance, remove until you're done with that play through.
2. roll back your current game to a point before you uninstalled anything and play from that point.

if you choose option 2, you may lose a lot of hours of play, but it is what it is.

handy hint - based on a lot of broken games - any time i level up, i make a save - not a quick save or an exit save - a save.
i have also opened the console and issued a save command to save the game with a more meaningful save name.
that way if my game goes south, all i have lost is that level.
i also never, ever, uninstall a mod mid-playthrough. you can update and add mods to a play through - simsettlements is an example of updating a mod mid-game, but you cannot, ever, remove a mod from a playthtough and guarantee with 100% certainty that it won't break your game.
btw - clean save - or whatever it's called - don't do that. it don't work.
