Researching City upgrade weirdness

This is another strange one. Any time a city upgrades, some of the pieces get placed in a weird way. They get placed all wonky tilted and in different place where they should be. Earlier level pieces may also be left in place that should be scrapped. Refresh city corrects this no problem but it is a little annoying to do it every time any city upgrades. Foundation level is fine but problems arise with upgrade.

I play on pc and use 3-in-1 Sim Settlements with latest patch and some addons.

I get that as well when my city upgrades and I'm not there to watch it happen.

The rotation issue should have been fixed several patches ago. The left over items will remove themselves eventually when you've been there long enough - even without a refresh. There is a virtual limitation on removing objects when they aren't loaded in memory - so that second part will always be that way.

The rotation issue should not exist though - so this is troubling.
 
hmm I did get that at oberland station myself
but I was messing around with nuka raiders and vassal cities so it may have been self inflicted on my part
 
The strange thing is that I have also seen is that when I fast travel to railroad hq, I arrive clipping in middle of items that look like they are from this mod. Need to noclip my way out every time. Seen this happen in Memory den door as well. The SS mods I use in full, should it be important, are 3-in1 SS, Wasteland ventures 2, Ruined homes and Gardens, IDEK and Teds leadership pack all from Bethnet and with latest update. Also, I dont know if it is important but I play on Windows 7 OS.
 
I've seen others with this issue as well, but I have never been able to reproduce it. It seems to be very rare, to the point I think it's a mod conflict that we haven't identified yet.
 
I did start using the Ak5C Nordic treasure mod during the playthrough when this started happening. It does add some world events though minor ones. Other than that I am not sure.
 
holikki's sounds like something I've been reluctant to report.

I fast traveled to Home Plate from Railroad HQ. Using Aloot's Home Plate mod. The main door inside is packed with pipes, junk, a steam vent and other parts, most of which are unscrappable, and have names that seem like RotC build items.

I cleared everything off with click & disable in the console, but the steam vent was still there. I turned on the option to see those kinds of things in City manager and there's a Steam vent item, and a blue man shape in the pushup position that remains. My game is not impaired, even though there's steam in the bedroom :). I got a screenshot if needed.
 
Unfortunately, troubleshooting where those items should have ended up is near impossible. I'm sure they are from SS, and it's possible that one of the fixes I'm implementing for the next patch will prevent those things from happening in the future - but in the meantime, disabling those extra items with console will be necessary.

By coincidence, I have seen rotation few times. Once directly from a blueprint of a SS based settlement and another time in my lvl city. But also same place and same plans built without rotation.

Mods used in both instances were:
SimTowers
IDEK's Logistics
3in1
Mega Pack Year One
CP Toolkit.

No other mods except Bluebeers Cache were in use at the time.

Mostly it was vanilla objects rotated, namely junk fences. Later I did see couple of plots rotate and out of position going bld lvl 3 in that settlement.

Plots that rotated were Mayor's Hut, Saw Mill from IR and advanced scrapheap from IR while community well from IR turned up perfectly.

Hope this can help as well as picture previously shown you of the rotated fences.

Cant help with a save or anything, since my Fallout just crashed out and demanded full deletion and reinstalling.

Thanks - I had disabled everything in console, but the Steam Emitter won't go. I was able to get the ring / vector looking thing that shows up, but 2 things happen:

1. The Steam itself doesn't go away
2. The Steam Emitter symbology returns once I save and restart.

It's no big deal - I don't need a fix, but I figured I'd let you know in case it matters in some way I can't comprehend :)

I'm having this problem as well. Abernathy just upgraded to level 1 not too long ago and I have this.

Haven't been able to replicate this weird rotation issue yet - so the solution right now is to use the Refresh City option from the City Planner's Desk.

I tried that as well as refreshing each plot individually, but I ended up having to rotate everything by hand. If there's any more information I can give you, let me know!
 
If you want to upload the .fos save file to dropbox.com, I can take a look to see if there's a bug I can fix. I've seen a lot of reports of this recently, so I'm thinking that some other mod out there introduced a bug (as I haven't changed the spawn code in several patches).

Have you updated any mods since this started happening or has it always happened for you?
 
I have a lot of mods, so you're probably right. I'd love to know which one is causing problems, if so.
I have updated mods whenever there has been a notice through NMM to do so and this has been happening for a while, so I'm not exactly sure when it started happening. Not terribly long...maybe a couple of weeks?
I tried putting a link to dropbox in this post, but I got a pop up message from the site saying I don't meet the requirements (but I do...it was confusing).
What's the next best way to get it to you?
 
One SS addon I did recently before these problems update was the Ruined Homes and Gardens. It added windmills and such to rotation. Dont know if it can have any effect on the RotC but that one came to mind.
 
I, too, have had this happen several times now, but it ONLY happens when a city upgrades when I am not around, and it does it on ROTC plans and also has done it at least once now on a third party city plan. A city refresh fixes it, and everything is hunky dory. I have not been to Railroad HQ to see if this is happening there on me, but nothing has happened at Home Plate. I'm using the 3 in 1 version.
 
Best bet is for everyone to post load orders and compare them so we can look for common mods among you all.

I had our test team try and replicate this issue for hours yesterday and no one was successful. We even tried overloading the system by remote upgrading multiple settlements at once and couldn't replicate either issue (the rotated items or the items spawning in places like RR HQ, Vault, etc).
