City Plans without Plots question

I love the new feature that allows you to prepopulate Settlements at the start of the game, the only problem I have is that it breaks the story since you and Jake are supposed to be bringing this tech to the Commonwealth. So I was thinking of making some leveled city plans that don't use any SS2 plots at level 0 and 1, but at lvl 2 (usually where the city plan is when I come across the Settlement) I start adding SS2 plots to represent the tech being added.

So I was wondering if this would work, or is there some issue with a City plan needing SS2 plots in order to level up?

You could make a single level city plan without SS2 building plans involved.
I think that if you made multi-level city plans you would have trouble meeting the requirements for the city plan to level up without building some building plan plots.
With a single level city plan, you would be free to add building plan plots at any time.

From the Wiki, Settlements and Cities
When does a City Plan Upgrade?
A City Plan will level up when requirements have been met.

Population: 80% of the supported population or more
Food: Status Meter bar is full
Water: Status Meter bar is full
Defense: Status Meter bar is full
Virtual Resources available to build up
Each upgrade also requires that a number of days have passed and Happiness as listed below:

From L0 to L1: 10 Days, 70 Happiness
From L1 to L2: 20 Days after L1, 80 Happiness
From L2 to L3: 30 Days after L2, 90 Happiness

Right, but in theory, you should be able to reach those goals without lots dropped down.

There's also an early plot point that Jake has given them to other settlements before he met you, and implies he's done it a reasonable amount (though you only find one, probably for gameplay reasons). Depending on how populated you use this new feature to make the world it'd fit that canon. You'd just have to make sure level 1 focuses almost exclusively on the basics that are unlocked before you get the Vault Tech HQ holotape. Could even justify the ones that get to level 2 before you find them (if that's possible, mechanically?) because his software update could have been broadcast to people he'd given them to previously without him realising via the vault-hub, people that you had yet to meet if you followed the main SS2 plot instead of finding all the settlements first.
