I assigned Old Paul to be the mayor of Red Rocket Stop - he will be governing Stodge and Hubert's group there. I saw them create plots before I left. I thought they will be constructing them soon - they just need time to pass by.
However, I come back few in-game days later and buildings weren't still constructed on the plots. I thought City Plans will be automatic once I assign a mayor... Do I need to manually assign the settlers to their residential and work plots?
